We have extensive experience of working with offenders in order to understand more about their motivations, the way they think and behave and their views on reducing their offending.
This includes consultation in both community and custody with young and adult offenders. Some specific studies we have undertaken have sought the views of robbers, shoplifters, burglars, fraudsters, drug dealers, firearms offenders and gang members to mention just a few.
As part of our research and consultancy we can:
Review the extent and reach of integrated offender management locally
Identify gaps in partnership working
Highlight the availability of services for offenders linked to the pathways out of offending
Recommend cost-effective ways of improving integrated offender management, building on existing initiatives and national good practice.
By reviewing the good practice that can be drawn from schemes such as Integrated Offender Management and Prolific and Priority Offender schemes and applying the lessons learnt to the management of all offenders, local partners can reduce the cyclical nature of offending.
Perpetuity supported ten councils and their partners across Leicestershire, Leicester City and Rutland to test out ways of engaging local partners in offender management, with support from the National Offender Management Service.
Together we developed a toolkit which comprises two parts: a comprehensive guidance document complemented by a series of useful 'tools'. These are designed to help you put the theory into practice, and help newcomers find their way round the criminal justice system. As probation became a responsible authority on 1st April 2010 there is now an increased priority on addressing offending behaviour, and Community Safety Partnerships need to expand their remit to include reducing re-offending. Perpetuity are working with criminal justice and local authority partners to explore options for increased efficiency and effectiveness in the management of offenders - notably those not under formal or statutory supervision.
